Application eligibility

Does the project lead have to be a company?

To be eligible, the project lead must have one of the following six statuses: company / sole trader (auto-entrepreneur) / craftsperson / artist / student / association The list of statuses and the documents required for each one can be found in the specifications. Reading them is mandatory before submitting an application. Local authorities and public bodies are not eligible to be project leads under the call for projects, but they can take part as a secondary partner.

I have a project but my company has not been set up yet. Can I still apply?

To apply to the Tango&Scan call for projects, your organisation must already exist or be in the process of being set up. This applies to both the project lead and the partner. If your organisation is being set up, you must attach any document showing that the process is under way (draft articles of association, etc.). These documents will be requested at the end of the form, along with the other attachments. Your organisation must actually exist when the agreement with the Eurometropolis of Strasbourg is signed, so that the grant can be paid.

I have a project but no partner. What should I do?

Having a partner is one of the three eligibility criteria for the Tango&Scan call for projects. Applications must therefore be submitted by a pair of players or a consortium. If you do not have a partner yet, we encourage you to form a pair by finding one or more partners to bring into the project. Perhaps you are already working with, or have already approached, other organisations on this project? Do list all the stakeholders in the project to identify those that could become partners. To help you build and prepare your application, we run several drop-in sessions and support days during March and April. Check the dates of our sessions on our website.

We are a pair of two creative players or two digital players. Are we eligible?

One of the players in the project must have an activity linked to the creative or digital industries. You have two options: • Find a partner who is not a creative or digital player, who can work with you on the project, and name them as project partner. • Provide evidence in part 3 of the form showing that your two organisations are complementary on this project, with different activities and different, complementary skills, both of which have a creative or digital dimension. In particular, your project must demonstrate economic potential for each player involved (growth in each participant's turnover, a stronger market position for each participant, etc.)

I would like to submit an application. How do I go about it?

To submit an application, first check your eligibility by answering yes to these questions: • I am an organisation from the creative or digital sector • I have formed a pair of players (project lead and partner). If you answer yes to both criteria, you may be eligible for the Tango&Scan call for projects. Next, prepare your application by filling in the form. We run several drop-in sessions and support days during February, March and April to help you prepare your application. Check the dates of our sessions in our events section. We are also available to answer your questions or arrange a meeting: on Discord via the link, or by email: contact@accro-grandest.fr For all the eligibility criteria and the details of the call for projects, please read the specifications. Reading them is mandatory before submitting an application.

I have just set up my company, so I do not yet have any equity or turnover. Can I still apply?

You can perfectly well apply in the “Emergence” category even if you had no equity or turnover in the previous financial year. When completing your application on the platform, you will need to provide a sworn statement explaining why you do not yet have a tax return. If your organisation is being set up, you must also attach any document showing that the process is under way. These documents will be requested at the end of the form, along with the other attachments. Your organisation must actually exist when the agreement with the Eurometropolis is signed, so that the grant can be paid. To apply in the “Development” category, you must have closed at least one financial year. All this information can be found in the specifications. Reading them is mandatory before submitting an application.

My project is not linked to this year's theme. Can I still submit it?

Your project does not have to be linked to the theme. You can perfectly well submit an application outside this theme, as long as it meets the other eligibility criteria.

What is the de minimis rule?

https://www.europe-en-france.gouv.fr/fr/aides-d-etat/les-aides-de-minimis The European de minimis regulation allows a consolidated company to receive financial aid up to a ceiling of €200,000 over a period of three financial years. The Tango&Scan grant counts towards the aid subject to the de minimis ceiling. To determine whether the aid received is subject to the de minimis rule, the application requires you to list any de minimis aid already received. Companies should therefore keep a record of the aid they have received, noting the date it was granted, the type of aid and the amount. In particular, they should remember any tax relief or exemptions from social security contributions subject to the de minimis rule from which they may have benefited.

Partner

Does my partner have to be a company?

To be eligible, the partner (like the project lead) must have one of the following six statuses: company / sole trader (auto-entrepreneur) / craftsperson / artist / student / association Local authorities and public bodies are not eligible to be the main partner under the call for projects, but they can take part as a secondary partner.

Location

I am a project lead but I am not based in the Eurometropolis of Strasbourg. What should I do?

Under the Tango&Scan call for projects, the project lead must show that their professional activity is registered within the Eurometropolis of Strasbourg. If this is not your case, you cannot apply as project lead. You will then need to find a player based in this area with whom you can co-develop the project. This player must belong to the cultural and creative industries or the digital industries. In this new arrangement, you will be the project partner and the new player will be the project lead. To check all the eligibility criteria, please read the specifications. Reading them is mandatory before submitting an application.

My partner is not based in the Eurometropolis of Strasbourg. Am I still eligible?

The project partner does not have to be based in the Eurometropolis of Strasbourg. They can be located anywhere in the world. You are therefore eligible as long as the project lead's professional activity is registered within the Eurometropolis of Strasbourg.
